Is there a way to make a blog site not using blogger, blogsome & other sites?

Hi everyone!
I want to make a second blog site wherein I can use Adsense, PayDotCom, CbproAds and Adbrite. Is it possible? How?
I have a current blog and it is with blogger. My Google Adsense earning aren't making that much and I want to add other sites that offers ads to increase my earnings. If it's not possible then what kind of ads does adsense accepts to be posted with it? I know CbproAds can be posted with the adsense but I haven't done that I still don't know how. I need other informations too.
Can anyone help me? I can't find it in the Googles Adsense FAQ so I'm trying to find help here.
