they should treat them the same that they treat the biological kid, no favoritisms. however at times because of the situation they should make some leeway for the step children. this is because children dont always realise they are being treated the same way so the parent should act sensibly and go a little bit easy on the step child, though not always otherwise the biological child will feel left out. just go with your inner voice.
