As partners said, you can´t transfer fund from a paypal account to an alertpay one. The best way of doing that is making an exchange with a person you trust in. Nevertheless, you always could transfer funds from paypal (or alertpay) to your bank account and then, send this funds to alertpay (or paypal). There are a few fees to pay but if the amount is large, it will be wortwhile.

You could find some money exchanger that do that kind of service on the net, but keep in mind 2 things: 1) they usually ask a commission that can be between 20 to 30 %. 2) Paypal in their TOS don't allow this kind of service, so you risk to find a scammer, instead of a money exchanger, or maybe you can find an honest money exchanger to whom paypal freeze the account coz he's doing something not allowed.
