Would you rather give in to the customer's requests?

customers ask us anything they want because they actually do not know which is right or wrong with the services we offer them. I am from a billing department of one company in a call center and we handle refunds and credit request and explain the fees they are charged for. They would ask for a refund even if it is out of the company's policy, would you grant them their concern just to get a good survey from them or would you have the discretion to give them a credit but you still have to educate them with the policy?
