What is Art?

"An expression or application of human creative skill and imagination, typically in a visual form such painting or sculpture that shows the human emotions" this is the meaning of art according to a dictionary. Whenever we look at a certain creation, some of us have the artistic eye and others don't. But all of us have a critic mind. We give comments and reactions to what we see and feel or our impression to such creativity. Now, I want to know who decides that a certain masterpiece is a work of art. Is it the artist or the critic?
