Does any one know about paypal in Cambodia?

Hi! friends, I am wondering that can I receive money from other Paypal users or not if now I am living in Cambodia. I got the some information from Paypal website. It said that recipient in Cambodia cannot withdraw the money from Paypal account. So how a bout receiving money? If I cannot withdraw money from my Paypal account, how can I do if I can receive money from the other Paypal users? Do you know that people in Cambodia can receive money?
