What Steps indian governmane should take against terrorism

Give your suggestion and suggest that now what steps should indian government have to be take against terrorism
As i think
1. We should upgrade our police with advanced technologies.
2. There should be an I Card for every person in the country either is a beggar or anything. Any visitot that came outside from india should have to take a temporary I card. And Information of every person should be online which can be accessed by higher officers of every district. Police have the orders to arrest anyone who have not the I card.
3. A special Anti Corruption department should be established to stop the corruption and to monitor those peoples who have not doing their duty honestly.
4. There should be some helpline numbers (or we can say a call Canter like the customer care of Mobile operators to complain against any Irregularity)
And a special no. for all Emergency / Terrorist activities.
5. And terrorist who are arrested give them a punishment like hang up them on the road crossing.
Every terrorist who are arrested in Prisons should hang up immediately.

I guess the only thing they can do is like you say upgrade their security and communication systems, and maybe have spys and listening advices even though a lot of people think it is an invasion of privacy, I think there has to be drastic measures and for the sake of safety forget about the invasion of our own privacy, just have nothing to hide i say...

One more important step :
Disband the parliament and Government and hand over the Government working to Military and a select group of really "working" people .
