Can I use one card to verify both my personal and business account? I'm thinking of getting an EON visa card to verify both my account.

Its always better to verify the two account with two cards, but there is no rule against using the same card to verify both the accounts.
However, i should warn you that ive heard many members complain about paypal's discomfiture with VISA Electron cards. Its better to not use VISA electron cards for this purpose, especially if you're planning to withdraw the funds into the card.
