Upper Thigh Measurements for Someone 5ft 1

Does anyone know what a healthy thigh measuremnt for someone who is 5ft 1? I am a pear shape and have most trouble getting fat from my legs. At th moment my upper thighs measure 22". I dont want them to be like sticks but I would like them to be smaller and was hoping for a goal to aim towards. It seems easier to be able to find what your wiast and hip[s shpuld measure but I cant find a guide for thighs.
