How is it possoble to format a USB drive with bad Track 0

Do you know if it is possible using some tool to format an USB drive with bad Track 0?
Or do you think that if for some USB if the Track 0 is corrupted, its better to throw it away?
I have one USB pen drive like this... Need your inputs
