Any programs that pay whenever a referral signs up?

I am looking for programs that pay whenever someone signs up using your referral link. I would like to know some sites that meet all of these requirements:
-pay whenever someone signs up under you (meaning as soon as they have signed up the referrer gets a bonus, regardless of whether the referral becomes active or not)
-is 100% free
-pays through paypal (or alertpay, but preferably paypal)
-has a low payout
So if you know of any sites like this, please let me know. Please remember the rules. If it is a referral link or your blog, make sure that you don't post it in the response but rather point me towards your profile (which has it listed or a link to your blog). Non-referral links are fine to be posted in the responses as long as they are an answer to the question.

I don't know of any sites that pay for non-active members, but the best paying program for referrals is Cashcrate- they have a three level referral commission, if you get past the first level & get 50 active referrals- you can get the commission & a $1 bonus every time a new member completes one offer. There's a review site that gives you 0.25 cents for every member that signs up under you and when that member starts to write his/her first review another $1 would be in your earning accounts. At the same time you earn through rating the reviews of other members with a minimal amount but you earn more for every 10 ratings you made. You are compensated with 0.25 cents.
