you can start at www.blogger.com I think that is the simplest way to start. Or you can just buy a domain name for few $ and make your own website. It all depends what do you want to do with you blog/website.

register to any host. blogspot.com is one. or if you have friendster account, you can use it too, just create blog. it's all there.
