A Cat in a tree sparks a feud

I found this video on Yahoo and think its absolutly ridicules that this guy can get away with animal cruelty. Try cat stuck in three sparks feud. It mihgt not be on youtube though I found it in yahoo news.

I think I found the right one. It's the one with the police officer that wouldn't let the neighbor get his cat because of insurance reasons, right?
