New Year Traditions?

Why is cutting ones hair a considered a good start to the New Year? Has anyone heard of this before?

I saw that in the TV on new year's eve. They consider it lucky and it somehow symbolizes getting rid of the bad memories of the past year and starting fresh for this year.
