What would u do if u see people put his dog on a vacant bus seat?

I've just uploaded a picture taken with cellphone. It's a scene of bus in Changsha City, China. Someone put her dog on the vacant seat while she was sitting on another. The dog is standing on the seat. If you happend to witness this scene around you, on the bus or train, what would you do ? turn a blind eye on it? or what else?
