GPTBank: what does trash can icon mean???

Ther are two icons, one scam list and the other one is trash can. Now I am confused by this last one? For example, richclix is listed in the limited list but it is also in the trash can??? Does this mean that there are problems with the site? What is the difference between the trash can sites and the scam list?
