My neighbors anger me!

Do your neighbors make you angry or irritated? Mine have two little boys who are out of control! Don't get me wrong, I have two little boys myself, so I know they can sometimes be a little loud. But I tell you these kids are loud all of the time. They keep us up until at least 11 and they're up by 6 every morning! They are 1 and 3 so I do cut them a little slack, but my 1 and 2 year old are getting worse each day they lose sleep. I've called the landlord and nothing has been done. I could just scream! Any suggestions on what to do next? I've talked to them and all they say is "the landlord hasn't said anything to us, so oh well." The landlord has told me that she has said something, but I just don't know what to do anymore. Up for suggestions! Thanks.
