Referral website.....

Someone had started a discussion on this before but try as I might I can't find it so I'm starting one of my own.
Has anyone set up a "referral website" where just have a collection of links and site descriptions to try to get referrals...or traffic in general? Do you know if it works?
It would basically be setting up a free, single page site, through Tripod or something similar, and just be a collection of banners and descriptions of said banners. Has anyone tried this?

I just made a website for the purpose and also to let people know what programs out there are legit,a few days ago,I have had a little luck with it and hopefully when it has been up longer I will have better luck :) I have never been good at getting referrals lol (if you want to see my site it is in my profile)
