Anyone else have problems signing up for unemployment online?

My husband got laid off and he went online to sign up for unemployment last week and he got denied. So last week was horrible and we could not even get out so he called and they said he had to come in to the office to sign up. Why do they even have it online if you have to go to the office anyway?? So here we are having to wait another week and our bank account is dwindeling.
