maltreatment of animals

my friend and I were canvassing some tiles stores and we got to a road where there is a horse that collapsed, and the owner of the horse was hitting the horse to make it stand up. i hated the man on sight. and thought maybe the guy was not feeding the horse or the horse is too tired and collapsed from a whole day of walking with probably no water and food. i wish there's a law that prohibits people from doing this to animals. if they are earning from these horses, then they should also be responsible enough to provide food and make the animals rest for a period of time before driving them to "work" again.

There are animal abuse laws, but they are rarely enforced, unfortunately. I would have called the police and SPCA or Humane Society and reported that man if I had personally witnessed it! People like him need to be stopped. It has been proven as well that people who abuse animals are also likely to be violent towards other humans, so anyone inclined to violence or abuse such as that man is more of a threat perhaps than initially realized. He should be fined and locked up if he has repeated offenses! No one deserves to be beaten or abused -- not even defenseless innocent animals!
