I am a smoker and I clean my walls all the time all you have to do is use either bleach or viniger put it in a big bucket with hot soapy water and get to scrubbing thats the only way but you cant miss a spot or it will stand out. If you try to paint over it your paint color will be dull. its alot of work but worth it.

That is going to be challenging if you want to clean the walls to remove it. The problem will be that if you don't get every spot, it may look blotchy. I would go out and buy some paint and just paint right over it.

Im really not sure how to remove the nicotine from the walls. I know that smells is awfull and i cant stand it either. I would suggest to you a cheap way to do this is to maybe get a squirt bottle of bleach if the walls are white and that might help, i know that bleach is a strong scent but maybe you should do it on a day you are working and do it before you go to work and then when you get back the smell by be gone. If the bleach doesnt work i would try viengar, vinegar is a cure for almost everything and do it like you would do the bleach. I hope my ideas help you to get that nasty awfull smell out.
