City Maintenence

We all pay property taxes, the question is, do you know what you are paying for? As far as I know, we pay property taxes so that the city can do maintenence in our areas. So basically you are paying to have your roads cleaned and taken care of, to take care of the sidewalks and public parking and what not. I have to say though, that if that is the case, I just don't see my money being used where it is supposed to be. The streets in my area were barely cleared of snow half the time and there are trees on our block that have been knocked over for more than 2 months now and nothing is being done to take care of things. I was also told that although our part of the city pays the highest property tax in the city, our property value is the lowest. Do this make sense to you? Why do you think this is? Do you think that the city is doing a good job taking care of your area of the city? What can I do if anything to get the city to take more notice of our area?
