Why all internet ads have the exact same layout?

It is really common to get to an ad page, the thing that makes me wonder is that they have always the same format: A picture of the "system" (ebook, software, affiliate program, whatever), big red letters as a title (with at least one word such as 'money', 'you', 'secret', 'revealed', etc on CAPITAL LETTERS). Then, the 'creator' of the system that conveniently looks so average that we think we could repeat his success. He introduces himself and talks about how revolutionary his system is. Everything done by placing more and more red text every paragraphs. Also it can't be missing some testimonials or even 'proofs'. The thing is, why do advertisers keep using this exact format? For people like me, that exact layout makes me think of SCAM and close the page without even reading it. What do you think of that?
