They kind of go together. But most people in the states learn before owning a car through a drivers instruction class, which is required before being legally abale to. but other learn while not legal, by using a friends, parents, or realitives car. The thought that once you own a car that driving it will cause accidents well may or may not be true. Most people I think would say the more they drive the better they get at it, but there are those who should not be on the roads at all. So many factor contibute to accidents, but most come from not paying attention tgo what you are doing, which is driving. Simply because you get so comfortable with doing it you try to do other things at the same time. MAny places have a law against talking on cell phones while driving because it is such a distraction. I have seen articals of where people are texting on their phones while driving and cause an accident. The best thing I can say is take a driving course if you can, then get a car. Practice on little traveled roads as not to be a hazard to others and gradually work you driving skill to the point that everday travel becomes realitivly safe. Safe speeds and pay attention to those around you is the best you can do to stay safe.

You should learn to drive now. When you get a car you can practice more. It is like riding a bike, you won't forget how to drive. The more you drive now, the better you will be when you get the car. Learn to drive on a stick shift too, so you can drive any car.
