I think friendships form and develop on their own and I don't think one should have to go out of their way to make friends.
Sometimes friendships just happen and should not really require any effort. I am a little bit puzzled by what you mean by "the right people"

No I would not go out of my way to make friends with people just to get ahead. People like that are just looking out for themselves and would not really be friend material in my book.
In my experience people like that are rather shallow and would even stab their own best friend in the back just to get ahead.
It is good to have the "right people" as contacts but I would never consider them true friends.
