Member of SLA being released from prison

Sara Olsen who pleaded guilty to the attempted bombing of 2 police cars and the murder of Myrna Opsahl is being released from a California prison. She was a member of the Symbionese Liberation Army. The controversy is where she should spend her parole. She made Minnesota her home while on the run. But, she committed the crimes in California. She was initially released 7 years ago after a mistake was made in her parole date calculation. She was arrested again 5 days later. Now she is up for parole again. Where should she spend her parole? Minnesota or California.
