Can a voter's silence be taken lightly

We often confuse elections with fanfare and noise. In truth a great silence actually descends the moment election bell is rung. The media magnifies the candidate into an avatar but how do you interpret the silence of the voter! Opinion polls may be one method, but the electorate world-over is most secretive when facing surveys, hence figures emerging from surveys is no better than guesswork. The voter today expects a higher income, a better life and a promise of peace. He has contempt for those who swear by their creed / religion and incite communal violence - do you agree?
