How tro start a newsletter

this is my situation i have a website that a friends is handing over to me cause he has to many things on his hands.. And my job is to maintain the website. And also design a newsletter.. Can some help me or tell what i should do to get started on the newsletter. I have done alot of research for emails and servers that i may need. I need some insight on this subject. .... thanks
