Swagbucks timer?

I have heard that you get swagbucks on swagbucks.com according to a timer system, where you can only get a swagbucks every hour, or two hours. However, when you clear your cookies, the timer is reset and you must wait another two hours or so before you receive another swagbuck. Is this true and has anyone heard anything about it? Thanks
