Fencing The Cemetry?

Is it ideal to build a fence round a burial ground? I feel it's not necessary to fence a burial ground because it's of no use. It's a waste of resources. I am saying this because, the dead will not be able to come out again, and the living is afraid of entering the cemetry. What's your opinion?

building the fence around a cemetry to me is just a beutification process. as for spirits coming out, that i dont think.
