Adoption, When

I've lately been reading up on adoption, and the pros and cons of that option, should one choose it as a means of starting, or adding to their family. I wonder however, is it better that children be adopted at a young age, from birth to possibly age six or so, or is it better to adopt when they are older, and are fully aware that they are adopted. What's more, should parents who already have biological kids, adopt an older child, that knows he/she is adopted, or should parents adopt a baby, and raise that child to believe that they are a biological.

my sister in law has adopted two little girls from china and the only problem with adopting is, that the cost can get quite high. each time they brought one home, they had spent over $20,000.
