why does the government keep raising the age limit on driving

I know this kid (hes ab.30 now) he got his drivers license at 15 and permit at 14 now its 15=permit 16=licence.but now i here ther going to make it 16=permit and 17=licence. i want to know if it s true? and if any one else is pissed off too?
