Yes, designing a web site is not just subjected to designing or coding the site, but it is a long process starting form analysis about the requirements till theactual coding and then running the website, followed by maintainance. This whole process is is a system and has a life cycle, called as "System Development Life Cycle (SDLC)". This life cysle consists of various phases that are gone through before we actually see and surf a website.
