is my refrigerator broken?

so here is the situation. A week ago my fridge started freezing any liquid I put on the top shelf. I called my landlord, they sent the repairman out and he said that since it wasn't freezing any of the food, or any liquid on the lower shelves it was fine. My issue is that it was fine until last week. I've had the temperature setting in the same place since January. The fact that it just started freezing things last week makes me think something broke. what do you think? am I overreacting or is my landlord trying to get off cheap?
