What is World Phone anyway? A friend of mine told me that you can receive or make calls from your cellphone at any country in the world. You can either purchase from ebay or other online stores. I just wonder how they going to charge your fee, nothing gonna be free anyway.

When referring to a world phone, your friend is partially right... Most of the countries use GSM networks... Not all cell phone service providers are GSM based network but ALMOST every country should have at least one or two service providers that will work on it... Unfortunately, not all the GSM networks all over the world work on same frequency... North American GSM works on 850mhz/1900mhz frequencies while other countries will work on GSM frequencies 900mhz/1800mhz... World phone refers to a phone that works on all 4 frequencies, 850/900/1800/1900mhz... Some of the basic phones will only work with the frequencies that are avaliable in countries they were targeted... I know that T-Mobile will charge $.99/minutes if you travel to Italy... Of course different countries will be charged at a different roaming rate...
