Can you sell ideas for books without writing the book first?

Yes you can. In fact it's normal to send a synopsis of the book to publishers rather than the whole novel. However, they are sure to want to read some of the book itself, probably the first one or two chapters. If you try to sell the book before writing it, you need to have a realistic time scale for completing the book, as the publishers will expect a completion date to be written into the contract, and there will be financial penalties for not completing on time. Publishers may be prepared to wait a few weeks longer for the next bestseller from Stephen King, but they won't wait for an unknown author.
