Children in their teen years tend to not be able to get to sleep at night and it is very hard for them to get up in the morning. It is part of all the hormonal changes. I am wondering why you think it is so bad to sleep in a bit. They will have very little times in their life when they can do that. Soon they will be working jobs in the summer, attending college, etc. Let them be children a little while. Maybe have some early days. There is nothing like a good breakfast cooking in the kitchen to draw them out of those snugly beds.

I think it's healthy for them to get more rest during the summer break. Not getting enough sleep lowers your immune system, leaves your brain feeling foggy, effects your growth, etc. If they're not getting the extra rest now, they might be burned out a few months into the new school year. I don't think 9 am is late. What time do they normally go to bed? It's the only time kids get to stay up a little later and be able to sleep in a little. If you want them up early a couple times a week (please give them at least a couple of days to sleep in), you can probably plan activities that they will have fun with. It depends on their ages, but... sign them up for sports, or classes, or plan a little trip for the day (if you don't have work). Go to the park, ride bicycles or scooters, go to the craft store and have them pick stuff out and go home to make something, teach them how to cook something they like, go to a theme park (if you have the money), plant a garden, etc. It needs to be something they like to do, or they'll feel more tired, won't want to get up in the morning, and will hate it. Give them at least a couple days a week to rest more.
