What are Meta Tags?

I am curious to know what meta tags are. I know that they tell the search engine what the page is about, but how does incorporating meta tags into my blog helpful to me? Also, will it help make my adsense ads fit the content of my page a little more? I added meta tags into my blogs. Is it possible to add them to other sites as well, such as the sites I use to get paid to write articles?
