PSP 3000 can play downloaded games

hey ,can anyone tell me that is psp 3000 hackable or can play downloaded games? i really dont understand why psp 3000 cannot play downloaded games.Sony should think of other alternative just like cuttin the cost of the UMD. Maybe lowering the price of the psp
