Are you sure that it is not you who is in love, because you need to get over a lack of self-confidence If it really is your friend in love then the same point still applies. They will notice the shifty look, how your friend always looks down towards there feet and not at them. Depending on how close they are there has to be a certain subtly, of course don't linger and hold back but at the same time don't just launch into saying I love you. Your friend needs to make it special, don't catch her off guard and don't make it into a show for all the class. Build up into saying I love you Tell her your feeling and what you think of her let her take it in and then tell her, but you need to also tell her afterwards where you want to go from this, but also let her speak when she wants to. Your friend is going to have to adapt it to how he is telling and , good luck.

I love you.. Truly magical words. Well, in this case, as she is already his friend, it won't b much of a problem proposing her. He should start by sending few love messages to her daily. Converse with her twice or thrice a day, so that it gives her a hint that the boy likes her. He should invite her to movie shows and spend more time being with her. Then some fine day, he should propose in a "decent" manner. Well, this is what we people prefer in India. :)

He should tell her that he loves her yet. He should ask her on a date. and after a few dates and a few weeks of dating, he should tell her that he loves her. But only if the relationship goes well.
