Why read ads are having low click rate?

Almost all of the aurora sites are having read ads section in addition to the click links.Of course we have to spend more time to complete the read ads than the click ads. But if we see the click rate,this is low for the read ads than for the click ads. What is the reason for that. Because of this reason I am not clicking on the read ads except in revbux where the click rate is more or equal to the click links.
