Just submitting a blog to the search engines won't do any good.In fact, nowadays this kind of submissions are not required at all as the search engines can find your blog by themselves.

Actually submitting your own blogs to search engines will not only NOT help your page rank it will also go against you. Search engines aren't stupid and if you submit your own sites they know it's like patting yourself on the back for a job well done. The search engines much prefer to have your site found on other people's sites. That way they know some one other than you thinks your site is worth linking to. Write a few good articles and get them published on EzineArticles.com. Be sure to point those articles, from your resource box, to an internal page on your blog. Never point to your main page.

Is your blog new??Then find fellow bloggers who blog about the same topic as you do (for example money making blog).Trade links with them. This will help you to get some backlinks.Create links within your site, like, from one post to another. Submit your blog to the blog directories and also to the search engines(though this is not necessary nowadays). Create a sitemap and submit it to the search engines. You can create sitemap at mypagerank.net. Update your blog regularly with new posts.this will help you to get traffic. These are some of the few ways by which you can increase your PR.

Search engines don't really care for reciprocal linking. It just looks like you scratch my back and I will scratch your back. But if you can get one way links, like you get when your write an article and publish it on EzineArticles and other article directories.

Trading links with sites with no PR or very less PR is like what you said, "scratching the back".But if the reciprocal link is done with a site with much higher Page Rank, then won't it help?I think the PR also depends on the quality of the reciprocal links.I may be wrong.
