have you come across affliateprog.com. i don't think they are genuine

i came across affliatesprog.com. this site promises a lot of things which is too good to be true. so im just wondering if anyone has tried this program before? now they sent me an email that says you need a website and hosting that charges you for 12 or 24 months. you need to pay them first through paypal or credit card. after we ve made the payment we are asked to send them the payment details after which they will send us a user name and password plus $80 credited in our account for the web hosting. which means that we have to pay first, then and within 24 hours they will pay the money back. how could that be free and genuine? do you have nay comments on this. you can check the website and leave your comments. thanks
