are the three levels in the government too complex and large?

do you think that australia's government is too complex because there are three levelsof governments with certain responsibilities whereas say France with only two levels of government? why do you think so?

I don't know much about Australia's government structure. Does a three level govenment means a Parliament, a city council like most of other counties, with a consulting council in local area that act as a bridge between citizens and government, while the council do not have any real power at all?

australia has a local, state and federal government (strongest central powers)so yes kind of what you said.
