our justice system?

ok now there are two women in this situation. one that has proof of her innocence but due to a lack of money couldn't afford to defend her good name to a jury of her peers and was forced to waive her right. she has continued to obey the law, yet she has missed a few restitution payments that she has til the 22nd of next month to come up with over $2300 dollars. now according to state law the other woman also involved doesn't have any proof and has violated her probation due to drug charges. Granted she has done time she states she doesn't have to pay her half of the restitution.because she did time, not for the supposed crime but for violating the probation that followed...According to FL State Law. both parties are legally responsible. FL State Governor Refuses to speak to the first woman, even if she is a marine wife and new mother, just has someone tell her she needs to find a lawyer, that the Governor cannot help her, can't even put things into motion for a Pardon.Cant even answer why the other woman shouldn't have to pay. so shes allowed to break state law? Should the new mother, marine wife, someone who hasn't violated her probation be forced to pay three months prior to the end of her probation or go to jail for not being able to afford it? Should the other woman be allowed not to pay her half of the restitution because she violated her probation? Where are the first woman's rights? should she be forced to give up her right to be a parent and a wife all because no one is willing to help her, and because the other woman is apparently allowed to break state law because she violated her probation?
