The main problem was that the governance of education was more focused on the politician than the student.UNESCO Asia pacific had said that the global morn was to allocate 5 -6 percent of country's gross domestic product to education. Philippines allocates only 2.5-3 percent significantly behind Malaysia's 6.2 percent and Thailand's 4.3 percent. Combined with bad governance it is no wonder that the quality of education has deteriorated.What happened to education also happened to agriculture. Is the Department of Agriculture P48.5 budget in 2009 is more than thrice its 2005. It is being used with good or bad governance?

I think it's a bad strategy or bad planning and corruption happened in every department. They should worked properly and not scewing filipinoes. They have much much budget but filipino still in poverty and the country still in debts.

Yes! because Education is a need of every country to survive plus the rice and wheat production of every farmers are very important last year the rice is so expensive. China and India they have but only good for their citizen supply. Vietnam and Thailand they have cos they are the leading rice exporters. Education is the key to success even it is only skills is very important. For our basic needs.
