Who Is Responsible for the Closure of Ciao.com ?

I think cheaters, plagiarists and copy catshave major role in closing down of the most popular site Ciao.com. But to some extent I believe that the policies of the site are also equally responsible for this. Like abuse on the site and copied material reported to the management were not immidiately attended and rectified. Becauseof this laxed policy the frauds have grown i geometric proportion to spoil and shutting down of this ite! What do you feel about it? Please respnd! Thanks !
