Is the 800 and 400 telephone number free?

I just wonder if the 800 and 400 telephone number are free, but it seems that I could not dial a 800 number through my cellphone. Is there something wrong with my cellphone? Then what about the 400 telephone number?

0800' numbers are free from a BT landline. NOT from a mobile, if you're ringing an 0800 number on a mobile then you need to remove the first 0, and it costs your normal service providers fee.
I'm not entirely sure about a 0400 / 400 number though.
