I think you can do it with out your acout being verifed just as long as you have money in the account I'm not sure yiu csn check with the qutions ask on there website.

I don;t think that is allowed. I think, that is the sole purpose of the verification so you can receive or send money, or perform any other financial transactions online using your paypal account. So, you need to verify it first so you can lift limits and do whatever you want with your paypal account.

You have to verify your accnout so you can make transactions with paypal..your account will be on hold and you won't be able to do transactions if it isn't verified yet.. Are you having problems with your paypal account?
