How to understand this speech test theme?

I'm a Chinese college student. Next month I will attend an English Speech Competition, the theme of which is "Culture smart or Science intelligent". To tell u the truth, I think this is quite a weird theme, a little bit Chinglish. So I turn to you guys for help. Could you tell me how to understand this theme? Thanks so much.

It is really a little bit confusing. I guess it may request yourself to establish an argument that which one you think is smart because in some cases, the two may conflit. Therefore, you have to argue in some detail situation, which one helps more.

yes it really is quite funny, no offense. it is the first time i see a theme with an "or". anyway i think it means Being smart in culture and science.

Does "smart" equal to "intelligent"? Can I depict it as" Culture and Science: which one is more smart(intelligent)"?

"culture smart of science intelligent" this is one kind of speech where you have to support both ones culture and relate it with science. culture is the one which is followed by your ancestors where as science is the one which is accepted only on certain terms and condition. so all the best for your speech and write in my lot how it went
